We explained the strategic case and assessed the economic impact of different options for a £100m mixed-use development on the beachfront in Aberdeen.
The proposed development would include a new stadium, ballroom, and wet and dry leisure facilities.
We highlighted the local socio-economic context and wider strategic objectives that the Beachfront Masterplan would contribute to. We identified the demand for different uses and whether the proposals responded to local need.
We helped Aberdeen Council understand how the development would contribute to diversifying the economy, unlock latent tourism demand and create inclusive employment opportunities.
The assessment highlighted which of the five options presented the best value for money. We conducted it in line with the Scottish Public Finance Manual, the Treasury Green Book, and the Treasury Guide to Developing the Project Business Case and other relevant technical guidance.
For each option we identified the number of visitors, economic benefits including jobs and GVA created from construction and operation of the scheme, and wider community benefits.
