In June 2025, Greater Manchester Mayor Andy Burnham, Portfolio Lead for Housing Paul Dennett and Greater Manchester Combined Authority (GMCA) launched the Good Landlord Charter. The Charter aims to improve renting standards for tenants by encouraging landlords to go beyond legal minimum requirements.
The GMCA commissioned us in April 2025 to conduct a three-year process and impact evaluation of the Charter. Our evaluation will assess how well the Charter is being implemented and capture its impact on renting experiences and standards. We’ll be speaking to tenants, landlords, advocacy groups, letting and managing agents and regulators, and gathering evidence to assess what’s working and what could be better. These insights will help improve the Charter in real time.

Landlords:
If you’ve joined the Charter
Share your experiences of being a Good Landlord Charter Supporter or Member. What’s working well? What could be improved? (Our evaluation is not assessing your performance as a landlord, so participating won’t affect your status with the Charter.)
If you’ve not joined the Charter
Tell us why and what changes you’d like to see to make it easier to get involved. What are your thoughts on the Charter? What are the most pressing issues you currently face as a landlord? What would make you consider becoming a Supporter?
Tenants:
Tell us how the Charter has affected you. What difference has the Charter made to you? Has it improved your renting experience? What changes are still needed?
If your landlord has joined the Charter, they will directly share opportunities with you to get involved. Don’t worry – anything you tell us will stay private and won’t be shared with your landlord or anyone else!
Letting and Managing Agents:
Tell us your views on the Charter and how it can be improved. How are you promoting the Charter to landlords? How are you upholding its standards? What changes would you like to see to make it more impactful?
Tenants’ Advocates, Community Groups and Landlord Forums:
Help us reach people whose voices might not otherwise be heard.
